Brussels continues, unheard, to call for a halt to military operations in both Ukraine and Gaza

Nonostante l'apprezzabile coerenza, l'influenza dell'Unione europea sugli attori in campo a Gaza e in Ucraina non appare determinante

 

EU/ENG - European Commission President von der Leyen has spoken out on Ukraine and Gaza, writing two posts on X.

“I have spoken with Volodymyr Zelenskyy on the developments of the last days. We discussed the next steps on the way towards a negotiated peace agreement and Ukraine’s future membership in the European Union as well as its reconstruction." This is what President von der Leyen wrote in X on Friday, August 8, prompted by rumors of possible peace negotiations that would exclude Kiev and the Europeans. She adds: "Europe’s position is clear. We fully support Ukraine. We will continue to play an active role to guarantee a just and lasting peace.”

Not many hours pass, and confirmation of the exclusion and a meeting between Trump and Putin on August 15th is received.

On the Gaza front, the president reiterates on August 7th the need for a ceasefire and de facto asks Israel not to advance further into the Palestinian Strip. “The Israeli government’s decision to further extend its military operation in Gaza must be reconsidered." Von der Leyen writes on X. She adds:: " At the same time, there must be the release of all hostages, who are being held in inhumane conditions. And humanitarian aid must be given immediate and unhindered access to Gaza to deliver what is urgently needed on the ground. A ceasefire is needed now.”. But on August 8, the Israeli Security Cabinet discussed the full occupation of Gaza, which would also involve the displacement of at least one million Palestinian civilians. Netanyahu spoke of handing over the Strip to unspecified "Arab forces" and left a glimmer of hope: "The operation will stop if Hamas surrenders." The Palestinian armed group has already rejected the possibility: "Whoever wants to govern Gaza will be an occupying force."

The scenarios are complex. Brussels continues to take positions aimed at calling for a halt to military operations. Despite this appreciable consistency, the European Union's influence on the actors in Gaza and Ukraine, aside from its laudable support for Zelensky, does not appear decisive.

 

ITA - La presidente della Commissione europea Von der Leyen è intervenuta con due significativi post su X sia sull' Ucraina che su Gaza. 

“Ho parlato con Volodymyr Zelenskyy degli sviluppi degli ultimi giorni. Abbiamo discusso i prossimi passi verso un accordo di pace negoziato e la futura adesione dell'Ucraina all'Unione Europea, nonché la sua ricostruzione" Così scrive venerdi 8 agosto su X la presidente della Commissione europea Ursula Von der Leyen sollecitata dal rincorrersi di voci su eventuali trattative di pace che escludano Kiev e gli europei. E agiunge:  "La posizione dell'Europa è chiara. Sosteniamo pienamente l'Ucraina. Continueremo a svolgere un ruolo attivo per garantire una pace giusta e duratura.” . Non passano molte ore e si ha invece la conferma dell'esclusione e di un incontro tra Trump e Putin il 15 agosto.

Sul fronte di Gaza la presidente ribadisce il 7 agosto la necessità di un cessate il fuoco e chiede defacto a Israele di non andare ancora oltre nella Striscia palestinese. “La decisione del governo israeliano" scrive su X Von der Leyen " di estendere ulteriormente la sua operazione militare a Gaza deve essere riconsiderata. Allo stesso tempo, è necessario il rilascio di tutti gli ostaggi, trattenuti in condizioni disumane. E gli aiuti umanitari devono avere accesso immediato e senza restrizioni a Gaza per fornire ciò di cui c’è urgente bisogno sul terreno. Un cessate il fuoco è necessario ora”. Ma l'8 agosto il Gabinetto di sicurezza israeliano discute il via libera all'occupazione totale di Gaza, che prevede anche lo sfollamento di almeno un milione di civili palestinesi. Netanyahu parla di voler consegnare la Striscia a non meglio precisate “forze arabe” e lascia aperto uno spiraglio: "Stop all'operazione se Hamas si arrende". Il gruppo armato palestinese ha già respinto l'ipotesi: "Chiunque voglia governare Gaza sarà forza occupante".

Gli scenari sono complessi. Bruxelles continua ad assumere posizioni orientate a chiedere di interrompere le operazioni militari. Nonostante questa apprezzabile coerenza, l'influenza dell'Unione europea sugli attori in campo a Gaza e in Ucraina, a parte il lodevole sostegno a Zelensky, non appare determinante.
