NATO concludes historic Summit in The Hague

Il vertice Nato dell’Aia è durato due giorni e si è concluso mercoledi 25 giugno. Il 5 per cento del Pil dei Paesi membri sarà destinato alla difesa

EU/ENG - The NATO summit in The Hague in June lasted two days and ended on Wednesday 25 with the allies agreeing in black and white to an “iron commitment to collective defense” because "as enshrined in Article 5 of the Washington Treaty: an attack on one is an attack on all" and investments in the defense and security sector equal to 5 percent of GDP per year by 2035. NATO members confirmed their full support for Ukraine and also consider Russia a “long-term threat” to “Euro-Atlantic security and the persistent threat of terrorism”. President Donald Trump was less assertive against Putin and seemed more relaxed with Zelensky, who was present at the summit. Trump spoke of a “monumental victory” on the 5 percent requested from member countries and obtained in The Hague. He was echoed by NATO Secretary General Mark Rutte, who praised Trump for pressuring allies to increase spending military and for the attack on Iranian nuclear sites.

European Commission President Von der Leyen said that with the joint decisions taken in The Hague, "European defense has finally woken up." German Chancellor Friedrich Merz called the summit "historic" and that 5 percent of GDP earmarked for defense was "a sign of strength." "By pursuing reinvestment in defense, Europeans continue to structure the European pillar of NATO," said French President Emmanuel Macron. But some allies seem to have a different interpretation. Spain and Slovakia, for example, have said they have no intention of increasing their national defense budgets, arguing that they can achieve their national capability goals by spending less. Trump called Spain's position "terrible." "I don't know what the problem is," he said, adding that he would double tariffs on Madrid. Leaders agreed that the 2026 NATO summit will be held in Turkey.

 

ITA - Il vertice Nato dell’Aia di giugno è durato due giorni e si è concluso mercoledi 25 con gli alleati che nero su bianco hanno concordato un “ferreo impegno per la difesa collettiva” perché "come sancito dall'Articolo 5 del Trattato di Washington: un attacco a uno è un attacco a tutti» e investimenti nel settore della difesa e sicurezza pari al 5 per cento del Pil all’anno entro il 2035.

I membri della Nato hanno confermato il loro pieno sostegno all’Ucraina e considerano anche la Russia una “minaccia a lungo termine” per “la sicurezza euro-atlantica e alla persistente minaccia del terrorismo”. Meno assertivo contro Putin, si è mostrato il presidente Donald Trump che è sembrato più sereno con Zelensky, presente al vertice.

Trump ha parlato di “vittoria monumentale” sul 5 per cento chiesto ai Paesi membri e ottenuto all'Aja. Gli ha fatto eco il segretario generale della Nato, Mark Rutte, che ha elogiato Trump per le pressioni sugli alleati affinché aumentino le spese militari e per l’attacco contro i siti nucleari iraniani. 

 

La nuova soglia percentuale: il 5 per cento

L'impegno a investire maggiori risorse nel settore della difesa è chiaro nelle dichiarazioni finali del vertice: “l'impegno del 5 per cento includerà due categorie essenziali di investimenti per la difesa: almeno il 3,5 per cento del Pil all’anno, sulla base della definizione concordata di spesa per la difesa della Nato entro il 2035, al fabbisogno di risorse per la difesa e al raggiungimento degli obiettivi di capacità della Nato. Gli Alleati si impegnano a presentare piani annuali che indichino un percorso credibile e progressivo per il raggiungimento di questo obiettivo”.

I paesi Nato “contribuiranno fino all'1,5 per cento del Pil all'anno, tra l'altro, a proteggere le nostre infrastrutture critiche, difendere le nostre reti, garantire la nostra preparazione e resilienza civile, liberare l'innovazione e rafforzare la nostra base industriale di difesa”. Nel calcolo della spesa per la difesa degli alleati saranno inclusi anche i contributi diretti alla difesa ucraina e alla sua industria militare. L'equilibrio della spesa nell'ambito di questo piano sarà rivista nel 2029.

 

Sostegno all'Ucraina

I membri dell’alleanza atlantica hanno ribadito il loro pieno sostegno all’Ucraina e considerano anche la Russia una “minaccia a lungo termine” per “la sicurezza euro-atlantica e alla persistente minaccia del terrorismo”. 

Significativa la dichiarazione dell'Alta Rappresentante dell'Ue per gli Affari esteri Kallas: “Quando gli Stati membri hanno accettato di spendere di più per la difesa, avranno anche più mezzi per aiutare l'Ucraina”, ha risposto la Kallas in una intervista a margine del vertice, alla domanda sull'approccio degli Stati Uniti al conflitto in Ucraina. Gli europei, ha rimarcato l'ex premier estone, hanno concordato il sostegno militare all'Ucraina, assicurando che eserciteranno maggiori pressioni sulla Russia affinché anch'essa voglia la pace per porre fine a questa guerra."

Sul fronte europeo, Ungheria e Slovacchia si sono però platealmente dissociate da qualsiasi altra sanzione prevista contro la Russia.

Per il segretario generale della Nato Rutte, uno dei messaggi "clamorosi" emersi dal vertice è stato invece quello del "continuo sostegno" dell'Alleanza all'Ucraina.

Trump ha detto di aver avuto un "buon" incontro con il presidente ucraino Zelensky a margine del vertice e che "vedrà" se gli Stati Uniti potranno fornire all'Ucraina sistemi di difesa aerea Patriot in futuro. 

 

I commenti dei leader europei

Secondo la Presidente della Commissione europea Von der Leyen, con le decisioni comuni prese all'Aja, la "difesa europea si è finalmente svegliata".

Il cancelliere tedesco Friedrich Merz ha definito il summit “storico” e che il 5 per cento del Pil destinato alla difesa è “un segnale di forza”. Secondo il presidente francese Emmanuel Macron. “Perseguendo il reinvestimento nella difesa, gli europei continuano a strutturare il pilastro europeo della Nato”. Sono “spese necessarie” ha dichiarato la premier italiana, duramente contestata dalle opposizioni a Roma, con Schlein salita a Bruxelles al Prevertice socialista e dichiaratasi al fianco di Pedro Sanchez, scettico sull'aumento delle spese militari in capo alla Nato. 

Sanchez per la Spagna ha dichiarato all'Aja di non avere intenzione di aumentare il bilancio nazionale per la difesa, sostenendo di poter raggiungere i loro obiettivi di capacità nazionale spendendo meno. Per Trump, la posizione della Spagna è "terribile". "Non so quale sia il problema" e ha aggiunto che raddoppierà i dazi a Madrid. 

 

I leader hanno concordato che il vertice Nato del 2026 si terrà in Turchia.
