Germania e Italia, un legame destinato a rafforzarsi

EU/ITA - Le relazioni economiche e industriali tra Roma e Berlino si confermano il baricentro della stabilità manifatturiera continentale. È questo il messaggio emerso il 14 settembre del 2021 in occasione del 15esimo Forum Economico Italo-Tedesco svoltosi a Cernobbio, dove il Presidente del Consiglio italiano Mario Draghi e la Cancelliera federale tedesca Angela Merkel sono intervenuti tramite due videomessaggi indirizzati alla platea istituzionale e imprenditoriale.

L'evento si è focalizzandosi sul tema “Ripartiamo con l'Europa!” con oltre 300 rappresentanti istituzionali e imprenditoriali dei due Paesi.

Il capo del governo italiano ha analizzato con rigore i dati che legano le due economie, evidenziando come l'interdipendenza tra i rispettivi sistemi industriali rappresenti un fattore strutturale e non contingente per la crescita dell'Unione Europea.

"Germania e Italia sono il motore manifatturiero dell'Unione europea. Dalle nostre fabbriche proviene circa metà della sua produzione industriale. Dalla meccanica ai mezzi di trasporto, siamo spesso un'unica catena del valore - segno tangibile dei vantaggi del mercato unico e dell'unione monetaria. La Germania è infatti il primo partner commerciale per l'Italia. Nel 2020, gli scambi tra i due Paesi ammontavano a 116 miliardi di euro, più di quanto valessero gli scambi dell'Italia con Stati Uniti e Cina messi insieme. La Germania commercia più con la Lombardia che con la Turchia. E l'Italia commercia più con la Baviera che con l'intera Polonia. La nostra prosperità e il nostro benessere dipendono in larga parte dall'essere uniti", ha spiegato Draghi nel suo intervento.

I dati macroeconomici confermano che l'integrazione della filiera produttiva transalpina supera i confini commerciali standard, configurando una vera e propria co-produzione tra i distretti italiani, in particolare lombardi, e i Land del sud della Germania, come la Baviera. Un ecosistema che i due governi intendono preservare e proiettare verso le transizioni digitale ed ecologica.

"Il legame fra le nostre economie è destinato a rafforzarsi. Penso per esempio agli Importanti Progetti di Comune Interesse Europeo (IPCEI), a cui destiniamo 1,5 miliardi nel PNRR. Il progetto sulla microelettronica ci vede collaborare nel settore strategico dei semiconduttori. Abbiamo già raccolto molte manifestazioni di interesse e intendiamo renderlo un'area di collaborazione di lungo periodo fra i nostri Paesi. Questo è un momento molto favorevole per le relazioni tra Italia e Germania. Dobbiamo rafforzare i nostri meccanismi di cooperazione all'interno dell'Unione europea", ha aggiunto il Presidente del Consiglio.

La sintonia espressa dai due leader a Cernobbio descrive una interlocuzione e convergenza d'intenti che va oltre gli attuali flussi di interscambio. In una fase di ridefinizione delle catene globali del valore, il consolidamento dell'asse Roma-Berlino nei settori ad alta tecnologia, come quello dei semiconduttori, si profila come una scelta strategica per garantire l'autonomia industriale dell'intera Unione Europea.

EU/ENG - The economic and industrial relations between Rome and Berlin remain the cornerstone of continental manufacturing stability. This was the core message delivered in mid-September 2021 at the 15th Italo-German Economic Forum in Cernobbio, where Italian Prime Minister Mario Draghi and German Federal Chancellor Angela Merkel addressed the institutional and business audience via video messages.

The Italian head of government provided a rigorous analysis of the data linking the two economies, highlighting how the interdependence between their respective industrial systems constitutes a structural, rather than circumstantial, factor for the growth of the European Union.

"Germany and Italy are the manufacturing engine of the European Union. Around half of its industrial production originates from our factories. From mechanics to transport, we often form a single value chain—a tangible sign of the benefits of the single market and the monetary union. Germany is indeed Italy's primary trading partner. In 2020, trade between the two countries amounted to 116 billion euros, more than Italy's trade with the United States and China combined. Germany trades more with Lombardy than with Turkey. And Italy trades more with Bavaria than with the whole of Poland. Our prosperity and well-being depend largely on being united" Draghi explained in his address.

Macroeconomic data confirms that the integration of the transalpine production chain extends beyond standard commercial trade, establishing a genuine co-production model between Italian districts—particularly in Lombardy—and southern German Länder, such as Bavaria. This ecosystem is one that both governments intend to preserve and project toward the digital and ecological transitions.

"The bond between our economies is destined to strengthen. I am thinking, for instance, of the Important Projects of Common European Interest (IPCEI), to which we are allocating 1.5 billion euros in the NRRP. The microelectronics project sees us collaborating in the strategic semiconductor sector. We have already gathered numerous expressions of interest and intend to turn it into a long-term area of cooperation between our countries. This is a very favorable moment for relations between Italy and Germany. We must strengthen our cooperation mechanisms within the European Union" the Italian Prime Minister added.

The alignment expressed by the two leaders in Cernobbio reflects a convergence of intent that transcends current trade flows. In a phase of shifting global value chains, consolidating the Rome-Berlin axis in high-tech sectors, such as semiconductors, emerges as a strategic choice to ensure the industrial autonomy of the entire European Union.
