The new Commission wants to strengthen the institutions and processes of EU foreign and security policy

La nuova Commissione Europea e le prospettive future della difesa e politica estera europea

EN - With the European Parliament's green light to the new Von der Leyen Commission, the new Vice-President/High Representative for Foreign Affairs and Security Policy Kaja Kallas and the new Commissioner for Defence and Space Andreas Kubilius will be in office in Brussels from 1 December 2024.

Both Kallas and Kubilius come from Estonia and Lithuania respectively. Their origins from the Baltic States make them particularly sensitive to the Russian threat, given their shared experience under the Soviet Union, so both Kallas and Kubilius intend to maintain their full support for Ukraine, unless the Council of the Union wants to endorse negotiations in agreement with NATO.

Kallas proposes a new foreign policy based on three pillars: economic security, trade, and investment in partnerships, and also aligns itself with the indications of the Draghi Report. The High Representative's framework of values ​​is one of strict compliance with the EU Treaties' provisions on the EU's common foreign and security policy, according to which it has the function of maintaining peace and strengthening international security, promoting international cooperation and developing and consolidating democracy, the rule of law and respect for human rights and fundamental freedoms.

Kubilius has committed to proposing, within the first hundred days of his mandate, a White Paper on the future of European defence, drafted in collaboration with High Representative Kallas. The document will identify current gaps, necessary investments and financing options in the defence sector, in the context of the creation of a long-term European Defence Union, in line with the Niinistö Report. For Kubilius, it would be essential to increase the funds earmarked for the European Defence Fund, currently amounting to €8.5 billion.

In conclusion, without significant efforts to strengthen the institutions and processes of EU foreign and security policy, the weak structures currently in place will not withstand the geopolitical storms of the coming years.

 

IT - Con il via libera del Parlamento europeo alla nuova Commissione Von der Leyen, saranno in carica dal primo dicembre 2024 a Bruxelles la nuova Vicepresidente/Alta Rappresentante per gli affari esteri e la politica di sicurezza Kaja Kallas e il nuovo Commissario per la Difesa e lo Spazio Andreas Kubilius. 

Sia Kallas che Kubilius vengono , rispettivamente, dall’Estonia e dalla Lituania. La provenienza dai Paesi Baltici li rende particolarmente sensibili alla minaccia russa, data la loro esperienza condivisa sotto l’Unione Sovietica per cui sia Kallas che Kubilius sono intenzionati a mantenere il pieno sostegno all’Ucraina, salvo negoziati che il Consiglio dell'Unione vorrà avallare d'intesa con la Nato.

Kallas propone una nuova politica estera che sia fondata su tre pilastri: sicurezza economica, commercio, e investimento nei partenariati, e si allinea inoltre con le indicazioni del Rapporto Draghi. Il quadro di riferimento valoriale dell'Alto Rappresentante è di stretta osservanza dei dettami dei Trattati Ue in materia di politica estera e di sicurezza comune dell'UE, in base ai quali essa ha la funzione di mantenere la pace e rafforzare la sicurezza internazionale, promuovere la collaborazione internazionale e sviluppare e consolidare la democrazia, lo Stato di diritto e il rispetto dei diritti umani e delle libertà fondamentali.

Kubilius si è impegnato per proporre, nei primi cento giorni del proprio mandato, un libro bianco sul futuro della difesa europea, redatto in collaborazione con l'Alto Rappresentante Kallas.  Il documento identificherà le attuali carenze, gli investimenti necessari e le opzioni di finanziamento nel settore della difesa, nel contesto della creazione di un’Unione Europea della Difesa nel lungo termine.in linea con il Rapporto Niinistö. Per Kubilius, sarebbe fondamentale aumentare i fondi destinati al Fondo europeo di difesa attualmente pari a 8.5 miliardi di euro. 

In conclusione, senza sforzi significativi per rafforzare le istituzioni e i processi della politica estera e di sicurezza dell’Ue, le deboli strutture attualmente esistenti non resisteranno alle tempeste geopolitiche dei prossimi anni.
