EU/ENG - Following the publication of the final results certified by the Electoral Council (Kiesraad), the Kingdom of the Netherlands awoke to an unrecognizable political landscape. The early elections of November 22, 2023, will go down in history as the definitive watershed moment that shattered the traditional system of centrist governments, handing an epochal victory to the radical right-wing populist PVV (Party for Freedom) led by Geert Wilders.(pictured belove: Wilders portrayed with Frans Timmermans)

 

An Unappealable Verdict: The Numbers of the Political Tsunami

With a massive voter turnout reaching nearly 78%, Dutch citizens delivered a resounding rejection of past policies, redrawing the geography of the Tweede Kamer (the lower house of parliament):

PVV (Party for Freedom): 37 seats (+24 compared to 2021). A personal triumph for Wilders, who surged by nearly 235% in votes, shattering all pre-election forecasts.

GL-PvdA (GreenLeft-Labour Alliance): 25 seats. The progressive axis led by former European Commissioner Frans Timmermans held its ground and consolidated its position as the second-largest force, benefiting from anti-right tactical voting but missing its primary pre-election goal.

VVD (People's Party for Freedom and Democracy): 24 seats. The party emerged battered from Mark Rutte's governance cycle, suffering a decline (-10 seats) and paying the price for a decade-long tenure and a leadership transition to Dilan Yeşilgöz.

NSC (New Social Contract): 20 seats. The new centrist and rule-of-law formation founded by Pieter Omtzigt debuted with an excellent haul of seats, immediately establishing itself as an indispensable kingmaker.

Other Parties: Only nine seats for D66, pro-European liberals, and seven for the Farmer-Citizen Movement (BBB), fewer than predicted in polls. Both the Christian Democratic Appeal (CDA) and the Socialist Party (SP) stand at 5 percent, with the remaining parties winning three seats or fewer.

 

The Reasons Behind an Earthquake

The collapse of the fourth Rutte government in July 2023—triggered by insurmountable rifts over asylum and family reunification policies—flung open the doors to an electoral campaign dominated by two crucial themes: the reception crisis, and the housing and cost-of-living emergencies.

Geert Wilders successfully tapped into the deep-seated discontent of the Dutch provinces and the impoverished working class. Although he partially moderated his tone in the final days of the campaign—promising to put "the Constitution and the rule of law on ice" if necessary, while focusing on the material needs of the Dutch people ("Dutch people first")—the PVV leader capitalized on decades of anti-immigration and anti-Islamic rhetoric.

The other major parties were objectively shaken by the outcome of this political round, though this did not stop them from already working to contain the effects of the victorious populist right on a country notoriously founded on a robust welfare state and highly advanced civil rights.

 

What Institutional Future Lies Ahead?

As Europe looks to The Hague with a mixture of apprehension and pragmatism, the day after the vote opened one of the most complex constitutional stalemates in the country's modern history. Forming a majority coalition requires at least 76 seats.

Wilders' winning bloc will have to strike deals with the unprecedented and reluctant conservative establishment. While the VVD had initially ruled out blanket closures, the path toward a PVV-led government will demand months of grueling negotiations, redefining not only the boundaries of Dutch politics but sending a seismic signal destined to reverberate across the entire European Union.

Le elezioni anticipate del 22 novembre 2023 passeranno alla storia come lo spartiacque definitivo che ha frantumato il tradizionale sistema di governi centristi, consegnando una vittoria di proporzioni epocali alla destra radicale e populista del PVV (Partito per la Libertà) guidato da Geert Wilders (nella foto in alto ritratto con Franz Timmermans)

 

Un verdetto senza appello: i numeri dello tzunami politico

Con un'affluenza massiccia che ha toccato quasi il 78%, i cittadini olandesi hanno espresso una bocciatura sonora nei confronti delle politiche passate, riscrivendo la geografia della Tweede Kamer (la camera bassa del parlamento):

PVV (Partito per la Libertà): 37 seggi (+24 rispetto al 2021). Un trionfo personale per Wilders, che sfiora il 235% dei consensi precedenti e polverizza ogni pronostico della vigilia.

GL-PvdA (Alleanza Sinistra Verde - Partito del Lavoro): 25 seggi. L'asse progressista guidato dall'ex commissario europeo Frans Timmermans tiene botta e si consolida come seconda forza, beneficiando del voto utile anti-destra ma mancando l'obiettivo primario della vigilia.

VVD (Partito Popolare per la Libertà e la Democrazia): 24 seggi. Il partito esce malconcio dal ciclo di governo di Mark Rutte e subisce una flessione (-10 seggi), pagando lo scotto di una gestione decennale e della transizione di leadership passata a Dilan Yeşilgöz.

NSC (Nuovo Contratto Sociale): 20 seggi. La nuova formazione centrista e legalitaria fondata da Pieter Omtzigt debutta con un bottino eccellente, imponendosi subito come ago della bilancia imprescindibile.

Altri Partiti: Solo nove seggi ai D66, liberal europesiti e sette al Movimento civico contadino (BBB), meno di quanto previsto nei sondaggi. Entrambi al 5 per cento l'Appello cristiano-democratico /CDA) e il Partito socialista (SP). da tre seggi in giù i rimanenti partiti.

 

 

Le ragioni di un terremoto

La caduta del quarto governo Rutte, avvenuta nel luglio 2023 a causa di fratture insormontabili sulle politiche di asilo e ricongiungimento familiare, ha spalancato le porte a una campagna elettorale dominata da due temi cruciali: la crisi dell'accoglienza e l'emergenza abitativa e del costo della vita.

Geert Wilders è riuscito a intercettare il malcontento profondo della provincia olandese e della classe operaia impoverita. Pur moderando parzialmente i toni nei giorni finali della campagna — promettendo di mettere "la Costituzione e lo stato di diritto in frigorifero" se necessario, ma concentrandosi sui bisogni materiali degli olandesi ("gli olandesi al primo posto") —, il leader del PVV ha capitalizzato decenni di retorica anti-immigrazione e anti-islamica.

Gli altri grandi partiti sono oggetivamente molto scossi dal risultato di questa tornata politica, cio non tiglie che sono gia al lavoro per arginare gli effetti della vicnente destra populista su un Paese notoriamente fondato su un solido welfare e diiritti civili molto avanzati.

 

Quale futuro istituzionale?

Mentre l'Europa guarda all'Aia con apprensione mista a pragmatismo, il giorno dopo il voto apre una fase di stallo costituzionale tra le più complesse della storia moderna del Paese. Per formare una coalizione di maggioranza servono almeno 76 seggi.

Il blocco vincente di Wilders dovrà scendere a patti con l'inedito e riluttante establishment conservatore. Se il VVD aveva inizialmente escluso pregiudiziali chiusure, la strada verso un governo a guida PVV richiederà mesi di negoziati estenuanti, ridefinendo non solo i confini della politica olandese, ma lanciando un segnale sismico destinato a riverberarsi sull'intera Unione Europea.
