Come le cancellerie europee e le forze progressiste guardano al dopo-Starmer a Londra

EU/ENG - The resignation of Keir Starmer has sent shockwaves through European chancelleries, sparking a mix of diplomatic prudence and a vested interest in the stability of a key British partner at a time of fragile geopolitical equilibrium.

Brussels, Berlin, Paris: "Watchful Observers"

From Brussels, both the European Commission and the Council have adopted a terse, institutional tone. The prevailing message has been one of “respect for the British democratic process", coupled with an earnest hope for a "swift return to stability." However, deep-seated anxiety persists among European diplomats: the British crisis is viewed as a symptom of a democratic fragility that could prove contagious, potentially complicating future post-Brexit negotiations.

Across the Franco-German axis, the reaction has been one of respectful parting from Starmer, balanced by an expectation of an orderly and rapid succession. For leaders like Chancellor Scholz and President Macron, the absolute priority remains maintaining the integrity of the European security architecture and the coordination of the war in Ukraine. The collapse of the Starmer government—widely perceived as a leader attempting to bridge the post-Brexit rift between London and the EU—is being scrutinized with intense concern. Vital dossiers regarding trade and defense, managed in close triangulation with Starmer’s administration, now face a period of uncertainty. This power vacuum threatens to leave Berlin, Paris, and the broader European Union exposed on critical fronts. It is highly probable that continental diplomatic channels are already reaching out to Burnham, seeking assurances that the succession process will prioritize continuity in British foreign policy.

The Political Debate: The "Burnham Model" Takes Center Stage

Across various European progressive circles, Andy Burnham’s name has begun to circulate with growing interest, fueled by the pressing need to identify left-wing models capable of responding to the crises currently redefining the boundaries of continental political discourse. If the European left views the rise of the new leader with a blend of genuine hope and intellectual curiosity, it is because they perceive in him a political figure endowed with a rare sense of pragmatism, capable of breaking the deadlock of exhausted narratives. The aptitude Burnham demonstrated by transforming the administration of Greater Manchester into a modern, service-oriented form of "municipal socialism"—the so-called Manchesterism—carries the narrative potential to be viewed by politicians and policy sherpas within the social-democratic group in Brussels—as well as by affiliated parties in Berlin, Madrid, and Rome—as a laboratory for the future of European progressivism, which is in dire need of rediscovering its connection to local grievances and the tangible protection of the citizen.

EU/ITA - Le dimissioni di Keir Starmer hanno scosso le cancellerie europee, innescando un misto di prudenza diplomatica e sponda interessata alla stabilità del partner britannico in una fase di delicati equilibri geopolitici.

Bruxelles, Berlino, Parigi: "Osservatori attenti"

Da Bruxelles, la Commissione Europea e il Consiglio hanno adottato un linguaggio istituzionale asciutto. Il messaggio dominante è stato quello di "rispetto per il processo democratico britannico", unito però all'auspicio di un "rapido ritorno alla stabilità". Tra i diplomatici europei regna però una certa inquietudine: la crisi britannica viene letta come il segnale di una fragilità democratica che potrebbe contagiare altri Paesi, rendendo più complicata la negoziazione di futuri accordi post-Brexit.

Dalle capitali franco-tedesche è filtrata una reazione di rispettoso congedo da Starmer e di fiducia in una ordinata e rapida successione. Per leader come il cancelliere Scholz e il presidente Macron, la priorità assoluta è la tenuta dell'asse sulla sicurezza europea e sulla gestione della guerra in Ucraina. La caduta del governo Starmer — percepito come un interlocutore che stava cercando di riavvicinare Londra all'UE dopo anni di frizioni — viene scrutata con attenzione. Sono in campo dossier cruciali, come il commercio e la difesa, gestiti in triangolazione con il governo Starmer, che potrebbero risentire del vuoto di potere a Londra, lasciando le autorità di Berlino e Parigi e più in generale l'Unione europea, più sole ed esposte su fronti critici. Non è da escludere che le diplomazie politiche continentali stiano già cercando Burnham per avere rassicurazioni di un processo di successione orientato alla continuità della politica estera britannica.

Il dibattito politico: Il "modello Burnham" al centro

In diversi ambienti politici progressisti europei, il nome di Andy Burnham ha iniziato a circolare con un interesse crescente, alimentato dalla necessità di individuare modelli di sinistra capaci di reagire alle crisi che stanno ridefinendo i confini del dibattito pubblico continentale. Se la sinistra europea guarda all’ascesa del nuovo leader con un misto di genuina speranza e vivace curiosità intellettuale, è perché vede in lui una figura politica dotata di una rara concretezza, capace di superare lo stallo di narrazioni ormai logore. La capacità dimostrata da Burnham nel trasformare la gestione amministrativa della Greater Manchester in una forma di "socialismo municipale" moderno e orientato ai servizi — il cosiddetto Manchesterism — ha potenziale narrativo per essere letta da politici e sherpa dell'area leftist del gruppo socialdemocratico a Bruxelles - e dei partiti aderenti a Berlino, Madrid, Roma - come un laboratorio per il futuro del progressismo europeo, bisognoso di riscoprire il legame con le istanze territoriali e con la protezione del cittadino.
