G7 ready to take ‘necessary measures’ to ensure energy market stability

EU/ENG - The finance and energy ministers of the G7 nations, alongside their respective central bank governors, convened via videoconference on Monday, March 30, under the rotating French presidency. The meeting, assembled in what was designated a "special format," was prompted by the necessity to coordinate a more robust institutional response to the rapid deterioration of the global macroeconomic landscape. At the conclusion of the proceedings, the delegations issued a formal commitment aimed at preserving the resilience of financial and commercial markets. In their joint declaration, the G7 assured a continuous and rigorous monitoring of both the direct and indirect consequences of the conflict in Iran. International financial channels are focused with particular urgency on the repercussions across the energy and commodities sectors, alongside structural inflationary pressures and the overarching economic stability of developed nations.

On the continent, the European Commission is currently assessing the viability of presenting a formal proposal to further relax regulatory constraints on state aid. This statutory derogation, currently under review, would permit national executives to implement extraordinary liquidity measures and financial relief for enterprises most exposed to the fallout of the burgeoning energetic and logistical crisis.

Pending the formulation and approval of a harmonised package of measures by the European Union, member states have begun to act independently, deploying divergent domestic strategies. The German government has chosen to withhold immediate, broad-based direct subsidies, opting instead for stringent regulation of consumer price volatility; Berlin has introduced caps on market fluctuations, complemented by a rigorous inspection regime and the provision of severe financial penalties for distribution companies found to be inflating profit margins. Paris has adopted a contrasting strategic course, preference having been given by the French executive to targeted sectoral subsidies directed at energy-intensive industries such as transport, agriculture, and fisheries, whilst concurrently introducing a compensatory welfare measure providing a one-off €150 bonus to shield low-income households.

EU/ITA - I ministri dell'economia e dell'energia, unitamente ai governatori delle rispettive banche centrali dei paesi membri del G7, si sono riuniti in videoconferenza lunedì 30 marzo sotto la presidenza di turno francese. L'incontro, convocato nel cosiddetto formato speciale, si è reso necessario per coordinare, in prospettiva, una risposta istituzionale più adeguata di fronte alle repentine mutazioni del quadro macroeconomico globale. A conclusione dei lavori, le delegazioni hanno sottoscritto un impegno formale volto a preservare la tenuta dei mercati finanziari e commerciali. Nella dichiarazione congiunta, il G7 ha assicurato l'avvio di un monitoraggio costante e ravvicinato circa gli effetti diretti e indiretti del conflitto in Iran. L'attenzione dei canali finanziari internazionali si concentra in particolare sulle ripercussioni nei comparti dell'energia e delle materie prime, nonché sulle spinte inflazionistiche strutturali e sulla stabilità economica complessiva delle economie avanzate.

In ambito continentale, la Commissione europea sta valutando l'opportunità di presentare a breve una proposta formale per un ulteriore allentamento temporaneo dei vincoli normativi in materia di aiuti di Stato. Tale deroga normativa, per ora allo studio, consentirebbe ai singoli esecutivi nazionali di strutturare interventi straordinari di liquidità e soccorso finanziario a beneficio delle imprese maggiormente esposte ai contraccolpi della nuova crisi energetica e logistica.

Nell'attesa che l'Unione Europea definisca e approvi un pacchetto di misure comuni e armonizzate, i governi dei Paesi membri hanno iniziato a muoversi in autonomia attraverso strategie differenziate. Il governo tedesco ha scelto di non procedere immediatamente con lo stanziamento di sussidi diretti a pioggia, optando invece per una regolamentazione stringente della volatilità dei prezzi al consumo; Berlino ha infatti introdotto tetti massimi alle fluttuazioni di mercato, affiancati da un sistema ispettivo rigoroso e dalla previsione di severe sanzioni pecuniarie per le compagnie di distribuzione che speculano sui margini. Diversa è la linea strategica adottata da Parigi: l'esecutivo francese ha preferito indirizzare le risorse pubbliche verso sussidi settoriali mirati, destinati a comparti ad alta intensità energetica quali i trasporti, l'agricoltura e la pesca, introducendo contestualmente una misura di welfare compensativo che prevede l'erogazione di un bonus una tantum da 150 euro a sostegno dei nuclei familiari a basso reddito.
