The Post-Rutte Netherlands

Dopo 13 anni Mark Rutte ha annunciato, dimettendosi da premier, di voler lasciare la vita politica.

EU/ENG - A blazing July for Dutch politics. The coalition government led by liberal Prime Minister Mark Rutte (VVD) has fallen, with Rutte submitting his resignation on Saturday, July 8. The crisis was triggered by disputes over migration management, specifically regarding restrictions on family reunification for refugees already residing in the Netherlands.

 

The Netherlands: The Fall of the Rutte Government

Rutte’s People's Party for Freedom and Democracy (VVD) had tabled a proposal to curb the influx of migrants by limiting family reunifications. Rutte sought backing for measures to restrict entry for the children of war refugees already in the Netherlands and to compel families to wait at least two years before obtaining reunification rights.

The social-liberal D66 and the Christian Democratic UnionChristenUnie opposed the plan, paving the way for the calling of early general elections—especially considering the delicate internal balance of a coalition that had taken ten grueling months of negotiations to form.

 

Is Rutte Finally Leaving Politics?

Mark Rutte has been an undisputed protagonist of Dutch politics, leading the country for the past 13 years.

In a surprise announcement in Parliament on Saturday, after handing in his resignation, the 56-year-old longest-serving prime minister in Dutch history unexpectedly declared his intention to step down from the political stage.

"In recent days, there has been much speculation about my personal motivations," Rutte stated, referring to the coalition clash over asylum policies, in which he had personally pushed for stricter rules. "The only answer is: the Netherlands. My position is entirely subordinate to that. When a new government takes office after the elections, I will leave politics."

The move caught observers by surprise, given the legendary ability of "Teflon Mark"—the nickname bestowed upon Rutte—to weather the turbulent waters of Dutch political life.

 

Rutte’s Hardline Pivot on Law and Order Deemed Excessive Even by His Own Allies

The socio-political landscape of the Netherlands in 2023 reflects the constant pressure from the radical right for a harsh stance against immigration, even in a country that has historically remained within the bounds of a prosperous and open democracy, particularly during the final decade of the twentieth century under the governments of Wim Kok.

In recent years, however, a broader climate has taken root, becoming increasingly receptive to law-and-order agendas and even fanatical tendencies. This is evidenced by the assassinations of the controversial far-right politician Pim Fortuyn in 2002 and, two years later, filmmaker Theo van Gogh. These two pivotal moments in Dutch history left a mark on the collective consciousness, allowing sentiments of xenophobia to penetrate the political fabric. Through various political vicissitudes, Rutte had sought to stabilize the diverse currents of Dutch society with an ultra-liberal recipe during his 13 years in power. Yet, appearing more sensitive to law-and-order themes in his final phase, he exits the scene—barring any second thoughts—in the wake of a hardline choice deemed fundamentally intolerable even by his own governing partners.

EU/ITA - Luglio di fuoco per la politica olandese. E' caduto il governo di coalizione guidato dal primo ministro liberale Mark Rutte (Vvd) che sabato 8 luglio ha presentato le dimmissioni. La crisi è stata innescata dai contrasti legati alla gestione dei migranti, in particolare alle restrizioni ai ricongiungimenti familiari per i rifugiati già residenti nei Paesi Bassi.

 

Olanda, cade il governo Rutte

Il Partito popolare per la libertà e la democrazia (Vvd) di Rutte aveva messo sul tavolo una proposta per limitare l'arrivo dei migranti, limitando i ricongiungimenti familiari. Rutte voleva sostegno alla proposta di limitare gli ingressi per i figli dei rifugiati di guerra che sono già nei Paesi Bassi e di imporre alle famiglie di aspettare almeno due anni prima di poter ottenere il ricongiungimento.

I Liberaldemocratici D66 e i Cristiano Democratici dell'Unione Cristiana si sono opposti, spianando la strada alla convocazione di elezioni politiche anticipate, anche in considerazione degli equilibri interni alla coalizione faticosamente costruita in dieci mesi di trattative.

 

Rutte stavolta lascia la politica?

Mark Rutte è stato un indiscusso protagonista della politica olandese guidandolo negli ultimi 13 anni.

Con un annuncio a sorpresa in Parlamento, il 56enne primo ministro più longevo della storia olandese, dopo aver presentato sabato le dimissioni ha, a sorpresa, annunciato di voler uscire di scena. 

«Nei giorni scorsi si è molto speculato su cosa mi avrebbe motivato – ha detto Rutte, riferendosi allo scontro nella coalizione sulle politiche di asilo, in cui avrebbe spinto personalmente per regole più restrittive -. L’unica risposta è: i Paesi Bassi. La mia posizione è completamente subordinata a quella. Quando un nuovo governo entrerà in carica dopo le elezioni, lascerò la politica».

La mossa ha colto gli osservatori di sorpresa, considerando la capacità di “teflon Mark” – questo il soprannome affibiato a Rutte – di sopravvivere nei marosi della turbolenta politica olandese.

 

La virata di Rutte su legge e ordine apparsa esagerata ai suoi stessi alleati 

Lo scenario socio-politico nei Paesi Bassi del 2023 rimanda ad una pressione costante della destra-destra per una politica dura contro l’immigrazione, anche in un Paese restato sempre negli argini di una democrazia prospera e aperta, in particolare nell’ultimo decennio del novecento con i governi di Wim Kok.  

Negli ultimi anni è però montata un clima generale più permeabile  a scelte di legge e ordine e persino di fanatismo. Lo testimoniano sia l’omicidio del discusso politico di estrema destra Pim Fortuyn nel 2002 che quello, due anni dopo, del cineasta  Theo van Gogh. Due passaggi della storia olandese che hanno segnato la coscienza collettiva lasciando penetrare nel corpo sociale sentimenti di xenofobia nella vita politica. Tra alterne vicende Rutte aveva cercato di stabilizzare il quadro delle diverse anime della società olandese con una ricetta ultraliberale nei suoi 13 al governo. Apparso di recente più sensibile a temi d'ordine esce di scena, salvo ripensamenti, sulla scia di una scelta apparsa estrema per intolleranza di fondo agli stessi  suoi partner di governo.
